Provide requirements all vendors will need to respond to. Requirements can be designated as "Mandatory" (Must Have, Should Have) or "Desirable" (Could Have). Non-compliance with a mandatory requirement will not necessarily eliminate a vendor. However, the number of non-compliant mandatory responses will impact the vendor's overall score.
